At MnDOT's annual all maintenance winter readiness meetings, every worker, and their families, knew, by truck station, priority assignments and the vacation ration planned for each employee, at each subarea's truck station. If these unrestricted schedule handouts given every attendee at the readiness meeting arose through some cooperative labor/management formality as suggested in statewide agreement, then documents in the PDF link attached below show examples of what a winter plan reduced to writing looked like then. Over time, scale, scope and published written fixity presented at wide area District wnter maintenance planning meetings has telescoped down to the statement, "Your supervisor will speak about winter planning, when the time comes."
