HEPC : Highway Employee Policy Committee
There are several MnDot Local Union groups set up across the State, each representing maintenance, technical, and clerical MnDot employees just like you. All of the MnDot Locals such as Brainerd 588, St. Cloud 604, Owatonna 106, Rochester 868, Detroit Lakes 1013, Duluth 695, and Metro 221 are Members of the HEPC. The HEPC was established as a way to efficiently coordinate the needs and concerns of all our MnDot Locals, and to act as a unified representative of Highway Employees to Council 5.
The Committee coordinates the activities of the Member Locals, and advises Council 5 in dealing with matters affecting the HEPC Members. The HEPC also provides joint legislative lobbying. Programs affecting members of the Local Unions such as contract negotiations, retirement, and classifications are addressed by HEPC in conjunction with other types of Policy Committees within Council 5.
The HEPC structure includes its Member Locals, and the elected Officers and elected Executive Board Members. Regular meetings are held twice each year. The Executive Board meets four times per year.
